your windows cd can
be helpful because it
provides 2 options/tools
in addition to installing
windows.
one of the options is to
log into the recovery console
that will give you access to
the disk system.
at the disk prompt you
can try running these commands:
fixboot
bootcfg /rebuild
chkdsk
then exit, reboot without
cd and see if you have regain
access to your regular and
safemode windows.

(incidentally, the word help
is also a command you can
enter at the prompt.)

the other option is "repairing"
your windows installation which
will replace or repair, missing or
corrupted system files.
