Cannot bind to local DC in Ntdsutil

When i am accessing ntdsutil for seizing fsmo roles or for metadata cleanup,
I cannot bind to the local Domain Controller. For example when I type
connect to server <servername>, where servername is name of the dc are am
currently on I get the error message DSBind W error 0x6ba (The RPC server is
unavailable). When the servername is name of a remote working DC on a our
domain it connects fine. DNS looks ok, as same issue if I put the local IP
address. RPC service is also running. Any suggestions.

Hi Gurvinder,

Run ntdsutil.
Type "q" and return till you get back to the ntdsutil prompt, then sieze RID master back to itself.
Reboot
Run netdom query fsmo, you should have all 5 roles or you can rerun the ntdsutil again to
seize them.

I werent clear, is it possible add more steps
