Cannot backup hardrive

Thank you everyone for reading this message

Recently a terrible system error occured and I talked to a few people and they all said to format and reinstall Windows XP. That was fine with me. The system error disabled me to enter the system through normal mode--only safe mode. However, through safe mode, I cannot burn my important files into CD (or I cannot backup my hardrive!)! Someone please give me a solution!! PLEASE!!
