cannot assigh drive letter

I am trying to recover some files from a seagate sata drive (out of a dell
8300). When I install it as 2nd drive or install in a usb enclosure, the
drive does not come up in windows explorer - but shows in disk manager as
ntfs, healthy and active but no drive letter. When you right click on the
drive, all choices, including "change drive letter" are greyed out. The only
choice that is active is "delete partition".
Any ideas on what to do?
