cannot access workgroup computers

I have an NT4.0 server running a workgroup. I have an
acer pad with a wireless connection and xp. The pad wont
pick up an ip from the router. Hard coded ip in both
server and pad with manual entry for DNS and gateway,
results in "internet access" and I can search for
computers, find the server-browse shared folders-and map
drives, that can be accessed by the pad (such as default
file locations for documents. The pad shows nothing
in "computers near me" and says that I do not access
rights to the server. I am logging in as administrator
with the same password on both machines. The pad shows up
in network neighborhood on the NT server, but when you
click on the computer name, the error message is network
path not availible or not found. As it is I can make the
apps work, but am unable to setup printers as I cant
browse the network. Clueless in new orleans.
