Cannot Access User Accounts as Administrator

My daughter is running Windows XP Home. Had all kinds of
adware spyware on it. Downloaded some adware-spyware
removal software and had to remove this software because I
found out this software detected but did not remove the
adware-spyware. Removed it using add/remove programs
through control panel. The next day I could not access
date/time in systray, add/remove programs, and user
accounts in control panel even though I was logged in as
an administrator. I received a message labled
rundll32.exe and paraphrasing "specified path, directory,
or filename not found or you may not have permission to
access this item". Rebooted into safe mode and opened the
default administrator account. I was going to switch
adminstator accounts to limited and then back to
administrators. Changed all administrator accounts to
limited until message saying I couldnt change the current
account to limited unless another account is changed to
administrator. Changed my account back to administrator
and then changed that last account to limited and exited
control panel. In safe mode got back into user accounts
through control panel to change all limited accounts back
to administrators and the only accounts showing were the
default administrators account and my administrators
account. Paniced, tried to create another account with
the same name as one of the limited accounts. I got a
message saying that profile already exists. Not paniced
so much now. Booted back to standard mode and into my
admin account. Still cannot access add/remove programs
and user accounts in control panel or date/time in
systray. Why dont I have access as an administrator to
these items? Do I have a corrupted file? What can I do
to solve this problem? I also reloaded rundll32.exe from
my windows cd and still have these problems. Thanks for
your time.

I don't have the admin problem, but I did have a similar message. I am guessing that this is a spyware message. I kept getting one about image.dll. Then I started getting one about the rundll32.exe couldn't run because the NeroErr.dll file couldn't be located. I looked at image.dll which says it's from some software company in Europe and coincidentally it shows up as the manufacturer of this bogus product called Nero. I'm no fool. Don't mess with the windows operating system. Switch to something more secure and stable like an AM Radio or majong!

Nero is not a 'bogus' program. It is a CDRW tool from a company in Italy. I use it and like it
My guess is that image.dll is used when Nero writes an image to a CD.
