Cannot access USB Drive

I have read all of the postings on similar problems but I have not found a
definitive fix for this issue.

This is on a Dell D810 with XP Pro. I open Explorer and I see OS (C, Audio
CD (D and then CD Drive (Z - there is only 1 CD drive in the laptop

I plug in the USB (I can see it on the Hardware TAB for CD Drive (Z
Properties as PNY USB 2.0 FD USB Device) and the jump drive flashes but does
not get a drive letter assigned to it.

I did the Click Start / Run -> diskmgmt.msc

And I can assign E: to the USB Drive there but it does not show up in
Explorer.

In diskmgmt.msc , I can right click on the E: USB Drive and I can open it
there and access the contents of the USB drive. But, when I right click and
use the Explore option all I see are the C:, D: and the Z: drives.

I looked at write enabling and setting access to the USB in the Registry and
I believe that I do have all of that set correctly and I looked at the BIOS
setup to be sure that there was nothing there that would be blocking access
to the USB drive.

The drive itself works flawlessly on several other computers, including
other Dell D810s, and I have tried several USB Drives on the PC and none of
them get a drive letter assigned when they are plugged in.

On a side note, this PC also has the Local Security Polocy fields
'protected' as I cannot change the password length, complexity requirements
and other related settings.

I'd like to fix this machine so that the reference to Z: is removed and that
the USB Drive shows up as E: (or whatever) when it is plugged in so that I
can easily access it.
