Cannot access shares on a server by \\servername

The server I am working on is a Windows Server 2003 Enterprise Edition with
SP2. I am not able to bring up the shares and printers from my laptop by
going to Start|Run \\servername. Very strange issues I am having. I also
get the following error in Event Viewer:
Source: Application Error
Category: 100
Event ID: 1000

Faulting application NTIpcfg.exe, version 4.0.1371.1, faulting module
NTIpcfg.exe, version 4.0.1371.1, fault address 0x000018d8.

When I run \\servername, I get the error messages "The network path was not
found" and when trying to access a test share I setup, I get the following
error, \\servername\testshare is not accessible. You might not have
permission to use this network resource. Contact the administrator of this
server to find out if you have access permissions. The parameter is
incorrect.

I have disjoined the server from the domian and rejoined. I also have
changed the name and IP of the server and removed the server from the domain
and rejoined the domain. I have confirmed all DNS and WINS entries are
correct.

Any assistance would be greatly appreciated.
