cannot access a necessary file

Every time I run Norton Win Dr., i get the same error message and Norton cannot repair it. Here is the message:
c:\Program Files\HP\Digital Imaging|bin|hpqgrcpy.exe cannot access a necessary file "hpgreg32.dll". Any help on how to fix this would be appreciated. Thanks/

In Windows Explorer, browse to C:\program files\HP\Digital
Imaging\bin\

With the bin folder selected, click Tools (or View in Windows 98),
Folder Options, and then click the View tab.

From the Advanced settings list, find Hide extensions for known file
types and click to remove the check mark.

Click Apply and then OK.

In the right side of the Explorer window, displaying the contents of
the bin folder, right-click anywhere.

Click New, Text Document, and name the new file hpgreg32.dll

Run Norton WinDoctor again and the error should not occur.
