cannot access a necessary file "mscoree.dll"

      1st Oct 2003
when I run my Norton System One Button check up under
program integrity scan , I get a message missing program
files !! Then when I open that I get a message C:\Program
Files\Common Files\Install Shield\Professional\Run
Time\0701\Intel32\Dot Net Installer.exe cannot access a
necessary file "mscoree.dll" If any one can help me !!

this file is part of the .net framework
