I cannot access my desktop!! Please help!!!

Hello, i dunno if anyone can help me or not!

When i start up my computer my desktop doesn't load
properly. All i get on screen is my wallpaper, no icons,
no task bar (all of which appear in safe mode and just as
my computer shuts down), i have to access all my programs
through the task manager. I get no response from clicking
the screen, nothing works at all, i've re-installed
windows, tried creating a new user account, everything but
nothing seems to work!! I hope someone has the answer out
there!!

While in safe mode, run a virus scan. I had the same
problem and the virus scan fixed it.
