Hotmail: Tools, internet options, advanced, browsing, HTTP 1.1 settings.
Turn off "Use HTTP 1.1", turn on "Use HTTP 1.1 through proxy connections"
(success seems to be dependent upon ISP)

Try deleting the TIF folder and History folder for that user account. See
http://mvps.org/winhelp2002/delcache.htm
Disable (as a test) third party security programs, such as Norton Internet
Security to see if one of them is causing this.
Make sure that cookie settings aren't too restrictive in Internet Options>
Privacy. Setting passport.com, passport.net, hotmail.com, msn.com as "always
accept" may help. Or a setting of "low" or "accept all" should be OK. More
