Cannot Access FTP sites in IE8

In the past I used these instructions to access FTP sites through Internet
Explorer :

Recently I have been unable to do this and have not been able to find a
reason why after following a lot of troubleshooting advise including this :

Any ideas on how I can return to normal service ?

I don't know if it is still true but originally installing IE8 required you
to run FTP through Explorer, not Internet Explorer.
