Cannot access Domain Security Policy when another controller is down

The same holds for Domain Controllers Security Policy;
What i'm trying to do is access these two applets from
another DC; if the controller where the domain was created
is active everithing goes well; if it's down i cannot
access the group policy object even if i am on another DC
and logged on as Administrator.

Any ideas ?
