Cannot access Documents and Settings of a previous windows installation

Ok...
I took a backup of my windows installation HDD. Formated the Drive, re-
installed windows and when I go to open my desktop from the backup
Document and Settings it says that the disk might be read only and
other bul***t like that. I suppost it does that because the files used
to belong to another user and they are somehow locked.

Anyway the weird thing is that some files can be accessed but the ones
tha really interest me cannot.
Is there anyway to fix that or access them ? The previous installation
was not corrupted or anything like that.

Thanks it was really helpfull but couldn't solve my problem I still
couldn't change the permissions to the file. BUT after I played a bit
doing other things than the tutorial... it worked...
So the most helpful part was how to make the Security Tab appear in
my File properties. I had no idea that turning the Simple File Sharing
will do that.
