Can you use Regedit?
(Start-Run-Regedit)
If so, look at the key:
HKEY_Current_User/Software/Microsoft/Windows/CurrentVersion/Policies
Look for "NoControlPanel" and remove it.
NoControlPanel prevents Control.exe, the Control Panel executable
file, from starting. As a result, users cannot start Control Panel or
run any Control Panel programs Prevents Control.exe, the Control
Panel executable file, from starting. As a result, users cannot start
Control Panel or run any Control Panel programs
You should also investigate the virus or malware that probably added
the restriction.
