Cannot access Control Panel due to......

I have had Control Panel issue, everytime I tried to
click on it and the restriction pop up window is:
"This operation has been cancelled due to restrictions
in effect on this computer. Please contact your system
adminstrator". Therefore I could Not access to Control
Panel. Even though I've logged on as Administrator and
got into Regedit to Policy, to Gpedit to set Not
Configure (Disabled) but it didn't work, I also tried
it in Safe Mode. I also tried system restore but
somehow this feature's not working either, it couldn't
restore back to any previous restore point. I'm the
only one who's using this laptop. This issue also
prevent me from viewing Adjust Date/Time on Taskbar
and I coudn't click on Add/Remove Program, View System
Information under My Computer. All of these problems
have giving me that same error due to restrictions. I
really need help, I've been trying it for a whole week
now. Does anyone know, please help. I've been skim
through Window XP user guide book, to Microsoft
Website, Dell page, surf the web but I haven't seen a
solution to this issue without considering ReInstall
WindowXP. I just don't want to ReInstall WindowXP. I also used Antivirus
but it showed no virus found, did try go to appwiz.cpl, it's no help.

I had a client workstation with the same issue last week. Only their AV
software (AntiVir) kept detecting the virus, but when it was deleted it
immediately was recreated.

Check to see if you have a file in your system32 folder called
cmcache.dat. If you do, report back. It doesn't do any good to remove
the file in Safe Mode either, as this one works even in Safe Mode.

If you're struggling to delete a virus file (even in safe mode) try Killbox
http://killbox.net/

This has the option of deleting the file on next reboot. It's worked for me
in the past (not with the file you mention, but similar files)

I was able to delete it from the client machine by booting with a Bart
PE disc and deleting the file on the hard drive outside of Windows.
That's the only way this one has been cured so far. But thanks for the
suggestion. Not sure it would work in this instance, but it may for others.

Hmm, Terry, I used symantec antivirus but it showed no virus found, and I
also tried to find cmcache.dat, but it's not in my system32. Thanks Terry &
Graham.

Hmm, Terry, I used Symantec Antivirus and it showed no virus found, and in my
C:Window/System32 I did not see the cmcache.dat. Thanks Terry & Graham for
the tips. Dunno what to do now.

I would use a 2nd av scanner and then use a couple malware scanners
also. Google for HiJackThis and run it and post it to a forum that can
assist you.

If you are getting the error you stated, you DO have a bug in your system.

I don't know, there might be a bug, I've used other software as SpySweeper
and TrendMicro 2007 AV but they both showed no virus found. I think I have
either bug, malware or virus somewhere because I can tell that my laptop has
been a little slower since this thing happened. I used Spy Sweeper two
months ago for a different issue and it was able to found virus and
quarantined it, but this time it couldn't find any. I've updated Spy Sweeper
virus definition regularly. Thanks.

Open a run command and type in:
regedit.exe click [OK] locate these two Keys:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
= Look in the right pane/window for this "NoControlPanel" either delete it
or make the Data value = 0
[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer=
Look in the right pane/window for this "NoControlPanel" either delete it or
make the Data value "NoControlPanel"= 0
Close the Registry and Reboot your machine, does it help?.


Then go through these cleaning steps:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced.
Under General Tab clear your History, Internet Files and Cookies.
= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you need to Renable them one-by-one
later and see which is the culprit or you can send them here in your next
post) and click [OK] to confirm your Changes.

Click on Advanced Tab and scroll down under the browsing option and uncheck
this box:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) and click Apply
then OK to close your IE Properties.

Download the Hijackthis and send the report to one of
many
forums for analysis and troubleshooting:
When all else fails, HijackThis v2.0.2
(http://www.trendsecure.com/portal/en...hijackthis.php) is
the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. Post
your log to:

Have a look in the Event Viewer for error messages(X) that can shed some
light and post it back in your next post by performing the following and also
the System File Checker (SFC) sfc /scannow:
Open a Notepad, customize or minimize to the taskbar as you will need it
later for this step to copy the error message on it.
Open a run command and type in:
eventvwr.msc click [OK] you will get the Event viewer control Panel.
click on each of these:
Application
System
Security
Look in the right Pane/window for error message with red (X) or Yellow
exclamation mark /!\ , double click each one to get more info about the
causer.
On the Event error properties message you will see:
Up Arrow
Down arrow
Two pages
Click on the two pages to copy the error message then bring up the Notepad
you opened earlier and right click on the first line and select Paste from
the list, this will paste the error message on a Notepad.
Please don't duplicate the error message one of each kind will be sufficient.
