Cannot access any microsoft programs.

When I click on IE on desktop or go to contol panel or try to open anything
on the desktop; get error message "Windows cannot access the specified
device, path, or file. You may not have the appropriate permissions to
access the item."

I have reimaged the computer twice for this problem. It works fine for a
few days and then it happens again. I am the only user of this computer. I
have Trend Micro protection. Scanned and found two virus and deleted during
last reimage.

Can anyone advise please?
