Cannot Access Add/Remove Programs or Manage from My Computer

I am using Windows XP Pro and cannot access Add/Remove
Programs from the Control Panel or Manage from My
Computer. Everything else in the Control Panel is
acccessible, and the computer appears to work just fine.
I am very computer literate and have been down several
paths already (Wndows updates, Norton virus scan, chkdsk,
Norton WinDoctor, MS support site & others, etc.) to no
avail. I am getting ready to re-install XP as a last
resort. Help???!!!
