cannot access AD services, users and computers, etc.
locally from the DC. However, we can access users and
computers from 2nd DC across the network, its just very
slow. The following error pops up:

Naming information could not be located:
The server is not operational

Any Ideas???

Normally you should check your DNS settings for that. See that you are
pointing to your internal DNS server only. Also check your DNS server , that
is contains all srv records. You can see what records should be present in
your DNS server by examining %systemroot%\system32\config\netlogon.dns.
Use dcdiag and netdiag on your DC to get extended status report..
