Cannot Access 2000 Server Terminal Server with Smart Card

I've installed the drivers for my smart card on a Win2k server with Terminal
Services active in remote administation mode.
I can login normally without using the smart card.

With the smart card, I enable the use "local resources" smart card in remote
desktop and attempt to login. This fails each time. (I enforce smart card
login in Active Directory). It never detects the smart card.

The smart card service and etoken service both start fine. The smart card
helper service will not start and gives me a 1608 error telling me a
dependency service failed to start but it has no listed dependencies.
