Cannot Accept or Decline tasks in Outlook 2003

I cannot accept or decline tasks in Outlook 2003. When i click on Accept or Decline nothing happens. No popup box, just nothing. I have read that this happens because of secuirty updates. I have already uninstalled KB913695 and still no luck. Everything else is updated with the most recent patches. Thanks in advance.
