I'd recommend to buy the printer NOW (I got an iP4000 recently).
But Canon claimed that refilling will remain possible for new
cartridges:

The Austrian Marketing Manager Michael Lukschander claimed that the
chip is for improved ink level detection ONLY. Printing will not stop
when the tank is empty: It will have the status of a warning only.
Personally, I doubt those claims. Printers will be shown today on the
IFA Berlin... We'll see. I guess there will remain some refillable
printers, while the low price printers will be 'dongled'.
