Cancelled operation - why?

Friend uses Microsoft Outlook for email.
Recently when attempting to open a web address highlighted in the body of a
received message he gets this notice, in addition to a white cross on red
circle background:-
"Microsoft Office Outlook
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

Any informed guess if it is likely to be friends Outlook or Norton
Securities or Internet Explorer program that causes such a message?

Your friend asked you to do the work for him. You asked this newsgroup
to do the work for you. Google is your friend...within seconds I found
