File - Work Offline
Wait two minutes.
Try to delete item from Outbox.
If it fails...
File - Exit
Control - Shift - Escape, on the Task List, make sure outlook.exe is not
running. If it is, wait 5 minutes, make sure it is not running. If it is
still running, end the task (likely a plug-in or external sync application
is keeping it running)
Restart Outlook and stay offline.
Try to delete item from Outbox.
If it still fails, provide helpful information like what version of Outlook
you're running.

Thks Muffman, solution set worked fine (Office 2007). In fact so simple I may
always wonder .....?
