Can you use Windows Messenger as an inner office messenger only

I'm looking to replace the net send command that users are using to send
messages to each other. However the owner of the company does not want
something that the user could use to send messages outside of the company
walls.

Can that be done with Windows messenger and if so, how?

Yes, this can be done. If you purchase Communication server such as
http://www.fomine.com/rtc-server.html . You can setup Windows messenger to
use the SIP Communication Service Account. The server software can be ran on
any computer in the network. All clients must point to the server. If you go
to Tools->Options->Accounts->Advanced this where you can type in the IP
address of the computer that has the Server software on it. The only people
that can communicate with each other are the people you have defined in the
server. This allows only communication between your company people.
