No.
You can set the minimum dimensions for a cell, but the cell will grow
to accommodate whatever you place in it.

What is what is whanging the cell is not what it is inside, but outside. I am
testing the site, when I change the text size in the browser, a cell where I
have a picture grows and leaves a space inside.

If a cell in the same row or column changes size due to the font size
being changed, this will affect all cells in that row/column.
Also, check that there are no space characters in the cell containing
the graphic,
and that the HTML code for the cell looks like
<td><img src="blah"></td> with all the tags on the same line, no
spaces between them.
