You can actually take a picture with your phone or webcam of the business
card and then load it in OneNote. From OneNote you can create a new Contact
with the recognized text in the Notes section. Vista actually isn't even
involved in this process. You could be talking about other functionality of
course like Windows Fax & Scan but that doesn't have a connection to
Outlook.
