can you do this with Outlook?

Is there a way to add an email address to Outlook so that it NEVER
sends a message to that email address?

So if someone says "unsubscribe" can I "blacklist" them and never send
to them again.

It sound simple but I can see a good way to do it...

For instance, you could add all the addresses to a contacts folder, and in
the ItemSend event check whether or not the recipient of the email is stored
in that folder.
