Can you disable the forwarding ability in outlook 2000?

I want to prevent my users from forwarding certain emails. Can I turn off
that feature for only specific emails? Can I prevent users from forwarding
emails with certain attachments like excel files?

No, also nothing can prevent them from copying the information into a new
email and send it that way. If they are not allowed to pass this information
on to anybody else make them sign a NDA.
