How can you disable BOM in Sharepoint designer for UTF-8?

Couldn't find a Sharepoint Designer group...so posting here.

By default Sharepoint designer is adding a byte-order mark (BOM) (unicode
signature) to all UTF-8 files. This causes PHP sessions to fail. Is there any
way to stop Sharepoint designer from adding the BOM?

Current solution for any pages created in sharepoint designer is to open
them with EMEditor and save them without the BOM.

With your web open, Site > Site Settings > Languages.
Set the drop down to anything but utf-8.
