Can you create discussion boards in FP2003 without Sharepoint services?

I am using frontpage 2003, and am trying to include a discussion group
without using sharepoint services. I think there is an option
somewhere, since the template I am using does have two discussion
boards in it, but I dont see it, and the help feature in the software
always pops me online.

You need either WSS (built in DW as a web part) or the FP SE to run the FP DW
- there are also many PHP, CGI, ASP bulletin boards
