can you create a default cc: list? same names every email?

I would like to have a couple names show up automatically in my emails, since
I cc: these people on a regular basis. Can I set up Outlook to default names
in the cc: line of a new message, or a reply message?

Yes, you can do this with a Rules Wizard rule for outgoing messages.
