I have Windows XP with Service Pack II, a Microtek scanner with usb
connection.

I very rarely use the scanner, but every time I turn the computer on
the scanner light comes on and the scanner does a routine where I hear
the motor turning.

There is no off/on switch on the scanner.

Other than pulling the usb plug or the power plug on the scanner, is
there a software instruction in XP where I can instruct the operating
system NOT to turn on scanner when computer is powered up?

It is a bit irritating waiting on unwanted accessories starting up, when you
first power up the computer.

The easy way to prevent this, is to use a power strip which has individual
switches for each item plugged in. You then only switch on the items you
want, if and when you want them.

This is a function of the scanner, not of the computer or of XP. My
scanners (HP) do not do this.

I've never seen a flatbed scanner that didn't have an on/off
switch on it. I've had two different MicroTeks, and they both had an
on/off switch on them, but they are located on the back of the
scanner, on the far left side (as you face the scanner from the
front).
What model is it?

Just curious, but if you plug the scanner into the wall outlet
without connecting it to a computer, it just comes on? That just
seems kinda weird. I don't disbelieve you, it just seems strange to
me. Is this common on lower priced scanners? I have 4 scanners (3
MicroTeks and 1 Cannon), and they all have on/off switches. They were
all at least $400, the one MicroTek was $1,200, so I usually buy a
slightly higher end model. Maybe they do that to save money?

I think it was a Visioneer that I saw once with no switch.

If not used - the scanner goes into standby mode with the lamp off.

My Epson Perfection 2480 Photo, a _very_ cheap scanner
seems to initialize when the computer is rebooted. As I
understand it, when Windows boots up it checks every single
device driver to tell it the system is booting up and allows the
driver to do whatever it wants to as part of the boot up. I
presume the authors of the driver software have decided
they want to do something at the time and send some sort
of signal to the scanner. I don't know what it's doing. It might
be just an "are you there?" request.

I don't recall whether the light bulb comes on or not (I don't
reboot my computer very often), but I do know that if the scanner
is not used for five minutes or so, the bulb is turned off.
