Sure.
Open FrontPage and click File > New Then either select "One page website," or click "More
web site templates" and select "Empty web site."
Give it a name when prompted.
Or create a new empty folder in the location of your choice, then open FrontPage, click
File Open Site and browse to your new folder.
Right click and select "convert to web."
