Can windows xp work something as "Install-Block 2.0.6"?

I want to block my child setup unwanted program into my computer.

Yes, I want them play my computer. But I don't want garbage program after
them use.

I try to find something to clear this problem but... You know.
I think "Install-Block 2.0.6" very usefully for clear this problem.
I want to know if this is good solution buy why windows xp don't have it?
May be windows xp can do like this? Can it do? and...How to?

add the child as a limited user, no install rights, not much as anything

Hi PlasmaLord,

Instead, I would use Returnil Virtual System. This will
allow the child to have administrator access, but when you
reboot the computer, all of the changes the child has made
will be removed (including installing new software).

Just be sure to password protect the Returnil Control panel.
