Can Windows XP Pro assign rights to users in a workgroup network?

they each have their local security. if you create a
user bob on both computers and give them the same
password you should have no problem connecting. if you
try to connect to another computer and you are prompted
for the guest's password, do a search in the ms kb
for "forceguest"

I can't seem to access users on remote computers, only
the local computer. I have played around with the users
in the ACL and it seems that computers connecting to
another computer in a workgroup network connect as
guest. Does this mean it isn't possible to let specific
computers/users on other machines to see folder contents
and deny permission to others?
