Can Website Help Info Be Extracted (Saved)?

At least half of my apps add the word "help" to the Start Menu
when they are installed, however, instead of a traditional
help file popping up all you get is a link to the creator's
website.

The help info usually takes the form of questions with more
links to the answers. You could spend days selecting each
topic and its associated link. Downloading and organizing
this mess into some kind of a coherent help document is
impossible.

I've created all sorts of scripts that automate processes
on my Desktop, but I know nothing about website design. I've
seen apps that can download an entire website. Maybe some
clever programmer has come up with an app that can selectively
extract or download parts of a website. Is there an app
that could be set to extract all the help info from a site
and organize it logically into a single file?
