I have an Access-generated email which is sent to multiple recipients. If one
of these recipients clicks on "Denied", I want their response to
automatically be sent to all the other recipients. Is this possible with
voting buttons?

Possibly - I have not tested it, but you can set reply to addresses to go to
multiple people (Options) - try entering multiple addresses in that field
and see what happens to votes.
