Can view SSL sites only as administrator

Hello,

Whenever I try to go to an https site, I get the following:

The page cannot be displayed
* The MS knowledge base said to re-create my profile. Did not work.
* A post to this newswgroup said to re-register a bunch of DLLs. Did not
work.
* However, whenever I start IE with the "Run As" option, I can access the
https sites.
I am in the "administrator" group for my laptop.

Any one have any other ideas short of reloading my Windows XP OS?
