Can users change proxy settings using scripts?

Hi all,

Can users change IE proxy settings, even though the proxy settings are
disabled by Domain policy?

If a user is a local administrator of the machine, he can change this setting
even if it is disabled by a GPO. For non-admins, this should not be possible.
