How can a user with limited account modify the Power properties ?

hWhen a user with limited account wishes to modify the time during which te
monitor will stay oin, he gets a "Access denied" (Power Policy Manager unable
to set active policy). Thus, it seems that only someone with administrator's
rights can change this. Yet it would be udeful for users to be able to
modify this setting to fit their needs. Is there a way to make this possible
? I tried to set up the shortcut to "Run with different Credentials" or to
modify the command line to work with "runas.exe" but these options are
greyed...).
Any suggestion ?
