On a stand alone WIN2K ADV server is it possible to allow a user to change
their Full Name and Description on
their user details similar to how they can change their password if allowed
to?

The simple answer is no. You COULD delegate permissions to the users to
allow them to change those fields, but they would need to do so from AD
Users & Computers or another administration tool
