I have Windows XP Professional installed on two different partitions.
Is there a way to use a Virtual Machine (either vmware or Virtual PC)
to load the OS on the second partition while booted into the OS on the
first partition?

Operating systems installed under Virtual PC go into a
virtual partition, which is a physical file whose location you
can specify.

Thats the basic idea, but the virtal hard drive file can be anywhere there
is room for it.
