can I use Outlook 2007 to create peer review/approve/reject forms

I need to build a process to create,send,fill in and track peer reviews of
various business processes and projects. I was thinking od usinf Outlook
forms but am baffled. Maybe Outlook isn't the right tool?

It probably isn't the right tool, unless you're working with Microsoft
Exchange as your mail server and have permission to publish forms to the
Organizational Forms library. Microsoft Infopath is a better tool, and there
are plenty of third-party solutions as well.
