To answer your question - yes you can. You will need to configure each
instance of Outlook to keep a copy of messages on the server, otherwise the
one you open first will download all the messages and the second won't
download anything.

Go to Account settings, edit the account and on the Advanced Tab you will
see the option.

An IMAP account is ideal for this. Check if you have one available.
