MS frontpage is seen in the control panel of my pc but I dont know how to use
it to post the assignments to my students.

If it is installed look for it in your Start All Programs Menus
By default FP 2003 installs in
C:\Program Files\Microsoft Office\OFFICE11\FRONTPG.EXE

IIRC there should be NO reference to frontpage in the control panel, you
need to claify, have you actually installed frontpage?
