I was trying to send mails to multiple people with voting buttons on it so
that they can respond back to me with responses. Now I was unable to do that
together. Can you help me find a way either with Outlook 2003/2007?

Not possible.
Either address the email via the BCC line or use a 3rd party mail merge
solution.

I believe Send Individually from Sperry Software can does this trick;
