Hi,
Publisher 2002 (aka XP) works just fine in WinXP. Why not use it there?
There is no reason you can't install it alongside Office2003.
The problem with reverting to Win98 are twofold. One, you may or may not be
able to find proper drivers for the system under that OS. Two, you should
know that extended support for that OS is ending, so proper security
updating will not be possible.
