Can I transfer from a single user to different user accounts with Files & Settings Transfer Wizard?

I have one user on my old computer and three users on my new computer.
I wish to transfer only certain files, settings, etc to each of the user
accounts on my new computer, and certain files and settings to all three
user accounts. All user accounts are "administrators"
Any advice will be appreciated.

You need to be a little more specifc - there are too many
"certain" words in your post for offering sound advice.

I would like to transfer certain documents and pictures (some to separate
user accounts, some to all user accounts).
I have 3 email aliases in outlook, with separate outlook folders for each
and wish to transfer only the relevant folders to each user account on the
new computer.
Also some programmes to individual accounts, some programmes to all user
accounts
